When even the state shelter does not protect those in need.
The Smeura in Romania is the largest private animal shelter in the world. Around 5,500 street dogs live there, all rescued from state-run shelters. There, the animals are to be killed after 14 days if no one picks them up. So says the so-called killing law, which has been in force since 2013.
